The BJP’s challenge in Haryana is to form a government that reflects the state’s diverse caste dynamics. The party’s success is attributed to its ability to balance the expectations of various communities. The focus now shifts to forming the new cabinet, which involves distributing ministerial positions among different caste groups and ensuring the representation of key leaders. Savitri Jindal, India’s richest woman, has extended her support to the BJP and is a potential candidate for a cabinet position.
With 48 newly elected lawmakers, the central leadership, including Prime Minister Narendra Modi, will play a crucial role in determining the cabinet. Balancing political aspirations and caste equations will be essential as the party works to meet both public expectations and internal demands.
Caste Dynamics and BJP MLAs in Haryana
Savitri Jindal’s Potential Role in the New Cabinet
Savitri Jindal, recognized as India’s wealthiest woman and an independent MLA from Hisar, might find a place in the new Haryana Cabinet. She extended her formal support to the BJP last night, which could play a pivotal role in securing her a cabinet berth.
Focus on Forming the New Haryana Government
With the BJP securing a historic third consecutive victory in Haryana, the party’s attention has now shifted towards forming a government. The main focus is on building a Cabinet that takes into account the state’s complex caste landscape. Ensuring fair representation of various communities is vital to maintaining political stability and support.
BJP Lawmakers Meeting Today, Leadership Holds the Key
The newly elected 48 BJP legislators are expected to meet today. However, the final decisions on Cabinet formation will lie in the hands of the central leadership, including Prime Minister Narendra Modi, who plays a significant role in deciding the future ministers.
14 Ministerial Positions Up for Grabs
The Haryana government can have a maximum of 14 ministers, including the Chief Minister-elect Nayab Singh Saini. Saini met with PM Modi recently, leaving 13 open positions for which there are several contenders. The party needs to choose 11 new faces as only two sitting ministers, Mahipal Dhanda and Mool Chand Sharma, have managed to retain their seats.
Managing Caste Equations: A Complex Task
Forming a Cabinet in Haryana is not just about political alliances but also about balancing caste equations. The BJP has shown expertise in handling such complexities, as seen in other states like Madhya Pradesh, Rajasthan, and Chhattisgarh. In those states, they took their time to consult key players before finalizing the cabinet, and a similar approach is expected in Haryana.
Caste Representation Breakdown
The current assembly includes a diverse mix of representatives:
- 9 Dalit MLAs
- 8 MLAs of Punjabi descent
- 7 Brahmins
- 6 Jats
- 6 Yadavs
- Representatives from other communities like Gurjars, Rajputs, Vaishyas, and an OBC leader.
Key Candidates from Different Communities
Dalit MLAs
Among the nine Dalit MLAs, two stand out. Krishna Lal Panwar, a six-time MLA, and Krishna Bedi, a two-time MLA, are both expected to play essential roles in the new government.
Punjabi-Origin MLAs
Among the eight Punjabi-origin MLAs, Anil Vij, a seven-time MLA and former Home Minister, is a strong contender. However, his relationship with the party may present challenges, as he was passed over for the Chief Minister post earlier this year. Despite winning his Ambala Cantonment seat again, this could lead to some friction within the party.
Krishnan Middha, a Jind MLA who has won his seat for a third consecutive term, and Ghanshyam Das Arora from Yamunanagar are also potential candidates. However, Arora may be passed over due to regional balancing, making way for Vinod Bhayana, a three-time MLA from Hansi.

Brahmin Representation in the Cabinet
The Brahmin community could see a few significant leaders in the Cabinet. Mool Chand Sharma, a three-time MLA from Ballabgarh, is likely to be retained. Other notable names include Arvind Sharma, a two-time Lok Sabha MP from Gohana, and Ram Gautam, who delivered a win from Safidon—a seat that had never been won by the BJP before.
Ahirwal Belt: A Key Support Base for BJP
The Ahirwal belt, which backed the BJP in large numbers, contributed six MLAs this time around. Among them is Rao Narbir Singh, a six-time MLA from Badshahpur, who could be included in the Cabinet after missing out in the first Saini government.
Aarti Rao, daughter of Union Minister Rao Indrajit, has made her mark by winning the Ateli seat, and her name is being considered for a cabinet post. Laxman Yadav, a two-time MLA, is also a prominent contender from this region.
Jats: A Strong Political Force in Haryana
The Jat community, one of the largest in Haryana, will have its share of representation. Mahipal Dhanda, a two-time MLA from Panipat (Rural), is likely to secure a cabinet position. Krishna Gehlawat, elected for a second term from Rai, is also in the race. Additionally, Shruti Chaudhary, daughter of Rajya Sabha MP Kiran Chaudhary, is a potential new face to watch.
Vaishya and Other Communities
Former Minister Vipul Goyal from the Vaishya community could be another potential inclusion in the Cabinet. Savitri Jindal, India’s wealthiest woman, also falls into this category, and her support for the BJP could further cement her place in the government.
Rajput and Other Key Figures
The Rajput community may be represented by Shyam Singh Rana, while Harvinder Kalyan, a three-time MLA, could represent the Road community. Ranbir Gangwa, the previous Deputy Speaker, might be chosen to represent the OBC community. Meanwhile, Rajesh Nagar, a two-time MLA from Tigaon, is likely to be the Gurjar community’s choice.
In summary, the BJP faces a delicate balancing act in forming the Haryana Cabinet, ensuring that various caste groups are adequately represented while rewarding key loyalists and avoiding internal strife.
